Easy UI Toolkit Animations

Create a UI toolkit document. Add your text label in UI Builder. Add the Easy UI Toolkit Animations script to your scene and add panel renderer to reference field. Select label name you want to apply an effect to. 

There are three ways to apply text effects. The 1st way is to create a Startup Sequence, the 2nd way is to Respawn an effect on a label and the 3rd way is to create a Text Range Effect.

There is a function able to call for respawn and text range effect (PlayMarkUp).
